Noop-parser that collects everything into a single, internal parameter. Here CW$pool is an APR::Pool object, CW$ba is an APR::BucketAlloc object, and CW$ct is the Content-Type header of the request. Optionally CW$blim is the brigade in-memory limit, CW$tdir is the path to the temporary directory, and CW$hook is an APR::Request::Hook object.
